20. Can form a committee:

If the ministry deems it necessary to fulfill the purpose of the Act or this regulation or to give advice and suggestions regarding the work done by the ministry, it can form a committee consisting of people with special knowledge in the field of communication. The formation, work, duties and rights and other procedures of such committee shall be as prescribed in the case of formation of such committee.
